When bed bugs recently invaded apartments at Arthur D. Sartini Plaza, some residents of the Las Vegas public housing project for the elderly remained quiet out of embarrassment, the manager said.

That helped the tiny bloodsuckers chomp their way across a wider swath of the four-story complex and made for a bigger cleanup when word of the infestation finally got out, he said.

August Anderson, 76, says that he reported the bugs when they appeared in his one-bedroom apartment and began chewing on him but acknowledges that he didnt make much of a fuss.

Not much gets him down, he said. Im an old, feisty kind of guy

Anderson pays $178 per month for his third-floor apartment, and at that price he saw the bugs as more of an inconvenience.

I love my apartment and I like living here, he said of his home of 12 years.

Management had an exterminator spray Andersons unit and eight others in the 220-unit complex last week. But Anderson said Tuesday he was still finding bites; his apartment was scheduled for a follow-up on Friday.

He said he has no complaints with how management responded after becoming aware of the problem.

Resident Carol Rehm agreed. She said she has lived in the building for about four years and never encountered a bed bug until January. When she did, she said, she reported the problem and management sent someone to her apartment to spray within a couple days.

Jerry Nowlan, who manages the complex for the Southern Nevada Regional Housing Authority, said the complex has had recurring bouts with bed bugs, despite the best efforts of exterminators to get rid of them.

Ive never seen it this bad anywhere. Ever, said Nowlan, who has managed rental properties for 20 years.

Nowlan said some residents contribute to the outbreaks by failing to report infestations because they are embarrassed, feeling like they somehow contributed to the appearance of the pests. That, in turn, puts their neighbors at risk.

One apartment could affect the whole floor, he said.

Hes had representatives from Terminix, the company that handles pest control for the Housing Authority, try to educate residents on what it takes to fight bed bugs.

Resident Sandra Pecorino, who has lived in the building for years, doesnt buy the reluctant resident explanation and questions whether an all-out effort to exterminate the pests has been made.

Nobody wants to live with bugs, she said.

That may be true, says George Botta, who exterminates bed bugs for Las Vegas Pest Control, but correcting public misconceptions is an important part of his job.

He said people shouldnt be embarrassed if they experience an outbreak, as poor sanitation doesnt attract bed bugs. Excessive clutter, however, makes it difficult to find and kill them, he added.

And the pests dont disproportionately affect low-income housing, Botta said.

Theyre in every ZIP code in Vegas, he said. Theyre here to stay.

Questions and Answers for Tenants About Bedbugs | Iowa …

Once thought to be largely eliminated in the United States, bedbugs have again become a problem for tenants, homeowners, hotels and even retail stores. Bedbugs easily travel from one location to another and spread rapidly in connected living spaces such as apartment buildings. Often by the time that an individual has discovered visible evidence of bedbugs, the infestation has become widespread.

It is a common myth that bedbug infestations arise from unsanitary living conditions. While excess clutter can provide bedbugs with more opportunities to hide, bedbugs can be found almost anywhere. Pricey New York City hotels and condos have spent thousands of dollars battling bedbugs, and clothing retailer Abercrombie and Fitch was forced to temporarily close two stores in 2010 due to bedbugs. The following are some common questions and answers about dealing with bedbugs.

Bedbugs feed on your blood and cause itchy bites. Adult bed bugs are brown, 1/4 to 3/8 inches long, and have a flat, oval-shaped body. Young bed bugs (called nymphs) are smaller and lighter in color.

Bedbugs hide in a variety of places around the bed. They might also hide in other places, such as in the seams of chairs and couches, between cushions, and in the folds of curtains. They come out to feed on blood about every five to ten days. But they can survive over a year without feeding.

The good news? Unlike some other pests, bedbugs dont transmit and spread diseases.

What are some of the signs that I may have bedbugs?

I think I may have bedbugs. What should I do?

Some leases require tenants to notify the landlord if there are bedbugs. Even if your lease does not require notice, you should contact your landlord immediately to let him or her know. Early treatment may prevent bedbugs from spreading to other units and infesting your belongings.

Send a written notice to your landlord that you believe that your unit may have bedbugs and keep a copy of this notice for yourself.

Cooperate with extermination efforts by your landlord. Early action may prevent you from losing personal belongings to bedbugs.

Because bedbugs spread rapidly, it is difficult to prove that one person or one unit is the source of a bedbug infestation. In most cases your landlord should be held responsible for the costs of eliminating bedbugs. Tenants are only responsible for damage they cause deliberately (on purpose) or negligently (not taking reasonable care).

You can also contact your citys housing inspector. If the problem is extensive, the city may intervene and force your landlord to take steps to eliminate the bedbugs.

My landlord wont do anything. Is there anything else I can do?

Iowa law lets a tenant end the rental agreement if 1) there is a material noncompliance with the rental agreement or 2) there is a noncompliance with the landlords duty to maintain the unit and it materially affects health and safety. If you can show one of these, you can give a notice to the landlord. The notice gives the landlord 7 days to fix the problem. The notice also needs to say when the rental agreement will end if the landlord does not fix the problem within 7 days. If the landlord does not do enough to fix the problem within 7 days, the rental agreement ends on the date stated in the notice. Do not serve your landlord with a 7 day notice if you are not prepared to move if the problem isnt treated within 7 days.

CAUTION!The landlord may disagree with you about whether the landlord fixed the problem. If the landlord disagrees, the landlord may sue you for any rent that you may owe through the end of your lease. The judge would look at the landlords actions and your actions in deciding what to do. It will be important for you to keep copies of all papers and write down what happened on what dates. It is hard to say what a judge will do about bedbugs or how much a tenant will have to show to prove a bedbug problem.

Get rid of the bedbugs before you move!

If I have bedbugs can I stop paying my rent?

No. In Iowa, there are very few circumstances where a tenant may stop paying rent. It is likely that if a tenant fails to pay rent based on a bedbug infestation, a landlord will pursue eviction proceedings against the tenant for nonpayment of rent. A court is likely to evict an individual who stops paying rent, even if they have a bedbug issue.

Is there anything I should know before signing a new lease?

Read the lease carefully for any terms that discuss bedbugs. Some landlords have added language to leases shifting all responsibility for bedbugs to the tenant or simply stating that they are not liable for any loss of personal property due to bedbugs. It is unclear as to whether these provisions would be enforceable.

Some cities have passed ordinances requiring a landlord to disclose bedbug outbreaks to prospective tenants. However, this requirement is not common and you should ask the landlord and other tenants in the area about known bedbug outbreaks on the property prior to signing a new lease.

Bedbugs, roaches found at HUD-subsidized apartments

Elderly residents of Aurora Apartments north of downtown were temporarily booted from their units Thursday after a Metropolitan Health District inspector found an infestation of bedbugs and cockroaches.

The owner of the high-rise on Howard Street is working on exterminating the bugs. The building is privately owned, but the U.S. Housing and Urban Development Department pays a portion of residents rent because they are low-income.

When we inspected the place ourselves, it was this past Monday, and it revealed a very gross infestation of bedbugs and cockroaches, said Carol Schliesinger, a Metro Health spokeswoman. Its a pretty widespread issue.

The health inspector was called out after a separate code enforcement inspection. A spokeswoman for the Development Services Department said code enforcement inspections typically occur when someone makes a complaint about a property. Details of the complaint were not made available Thursday.

About a dozen residents gathered in the buildings lobby as they waited to get back into their apartments. As they spoke to one another, a cockroach crawled toward a woman with a walker. She casually stomped on it.

The exterminators are working to clear one floor at a time. The buildings owner, Mitch Meyer, said he expected the process to be done by next Friday. The residents on the floors treated Thursday were asked to leave their apartments from 8 a.m. to 6 p.m.

Meyer said none of the buildings 105 residents reported the bug problem.

One woman, who asked not to be identified out of fear of being evicted, said she first noticed a line of bedbugs on her white comforter over two weeks ago. When she removed the sheets, she found them all over her mattress.

Bedbugs are everybodys problem, Meyer said. Were just going to have to inspect a lot more often and be trained on how to really spot bedbugs.

Meyer said he hopes his misfortune encourages others to be more proactive to prevent the spread of bedbugs. He advises against accepting used mattresses or upholstered furniture and encourages people to report bedbugs as soon as they notice them.

Patricia A. Campbell, a HUD spokeswoman in Fort Worth, said the Aurora was inspected by the federal agency in February 2016 and did very well.

At that point, it didnt appear to be what it is now, Campbell said. Were going to continue to monitor the situation until its taken care of.

Schliesinger said Metro Health would conduct another inspection early next week.

Metro Health and the Department of Human Services are assisting the residents, were providing meals and some clothing for them, she said.
