What are bed bugs?
Bed bugs (Cimex lectularius) are small, flat, parasitic insects that feed solely on the blood of people and animals while they sleep. Bed bugs are reddish-brown in color, wingless, range from 1mm to 7mm (roughly the size of Lincolns head on a penny), and can live several months without a blood meal.
Bed bugs are found across the globe from North and South America, to Africa, Asia and Europe. Although the presence of bed bugs has traditionally been seen as a problem in developing countries, it has recently been spreading rapidly in parts of the United States, Canada, the United Kingdom, and other parts of Europe. Bed bugs have been found in five-star hotels and resorts and their presence is not determined by the cleanliness of the living conditions where they are found.
Bed bug infestations usually occur around or near the areas where people sleep. These areas include apartments, shelters, rooming houses, hotels, cruise ships, buses, trains, and dorm rooms. They hide during the day in places such as seams of mattresses, box springs, bed frames, headboards, dresser tables, inside cracks or crevices, behind wallpaper, or any other clutter or objects around a bed. Bed bugs have been shown to be able to travel over 100 feet in a night but tend to live within 8 feet of where people sleep.
Bed bugs are not known to spread disease. Bed bugs can be an annoyance because their presence may cause itching and loss of sleep. Sometimes the itching can lead to excessive scratching that can sometimes increase the chance of a secondary skin infection.
A bed bug bite affects each person differently. Bite responses can range from an absence of any physical signs of the bite, to a small bite mark, to a serious allergic reaction. Bed bugs are not considered to be dangerous; however, an allergic reaction to several bites may need medical attention.
One of the easiest ways to identify a bed bug infestation is by the tell-tale bite marks on the face, neck, arms, hands, or any other body parts while sleeping. However, these bite marks may take as long as 14 days to develop in some people so it is important to look for other clues when determining if bed bugs have infested an area. These signs include:

Bed Bugs California Information
"Bed Bugs California problems have been reported throughout the state. This includes reports throughout the state, with the most infestations reported in Los Angeles which ranks #10 in the U.S. San Francisco in particular has been proactive in addressing the bedbug problem by mandating that landlords are responsible for bedbug treatment. This is not the case in most of the State, with the law being unclear as to who is responsible. California homeowners are on their own, having to either contact a bedbug exterminator or attempt treatment them self."
According to the Los Angeles Country Department of Health Services bed bugs have resurfaced in hotels, motels, nursing homes, dormitories, multiple and single family dwellings. No wonder Los Angeles is ranked #10 in the U.S. for bed bug problems.
According to Bill Biers, owner of Conquer Pest Control in Granada Hills it is a problem in the San Fernando Valley and lower income areas of Los Angeles.

In California, landlord/tenant issues are governed by State Law. However, some municipalities such as San Francisco have gone further and have laws that protect tenants and require landlords to both treat and pay for bedbug infestation control.
The San Francisco bed bug legislation::
"Any noxious insect harborage or infestation including, but not limited to cockroaches, bed bugs, fleas, scabies, lice, spiders or other arachnids, houseflies, wasps and mosquitoes, except for harborages for honey-producing bees, of the genus Apis regulated by the California Food and Agriculture Code, Section 2900 et seq. which are not other wise determined to be a nuisance under state law"

Information on tenant rights and landlord obligations are available from the California Department of Public Affairs.
In California, landlord/tenant law states that....:
However,
"Tenants also are responsible for repair of all damage that results from their neglect or abuse"
This unfortunately leads to confusion since it isn't clear who is responsible and who pays.
According to the the
"Pests, including bedbugs are a habitability issue. Accordingly the owner or manager needs to deal with it promptly. A qualified pest control operator may be able to offer an opinion as to the source of the bedbugs (i.e., due to a higher concentration in the mattress in Unit B, than in other units). If fault can be determined, an owner may want to try to recover some costs from the responsible resident. However, even if it is a particular tenant's fault, if it spreads to other units due to lack of prompt action from the owner, the owner may be liable to those other residents."
Our interpretation of this is that landlords are responsible for paying all costs, however, they can attempt to recoup costs from tenants.

Bedbug treatment can be expensive with homeowners commonly spending $1,000 or more. Because of the high cost, we suggest contacting several companies for quotes, to determine their guarantees (usually takes 2 to 3 treatments). To quickly speak to a reputable bed bug exterminator we suggest:
1.Get up to four Free Quotes from the Service Magic Network (877-233-1145): This is a national network of pest control companies that are pre-screened before beingapproved for membership in the network. Each member needs to be licensed and insured.
Another option for finding a licensed bed bugs California contractor and to find consumer reviews for a pest control expert in look on Angies List. You can double check that a Bed Bugs California company is licensed check with the California Department of Consumer Affairs.
It is possible to treat a home yourself, although we always recommend using a professional. Bed bug treatment requires a combination of methods including use of a vacuum, hand steamer, knock down bedbug spray (to reduce the size of the insect population), residual bedbug spray(for lasting protection), bed bug powder and mattress/box spring covers. The lowest cost approach is to purchase either an organic bed bug kit or aninsecticide based bed bug kit.

Bed Bugs Florida Information, Pictures, Laws and Resources
" Consistent with what is seen in other areas, bed bugs Florida cases are predominantly found in the top tourist areas, particularly Ft. Lauderdale and Miami. Bed bugs are always found in areas that experience a large temporary population such as hotels, apartments and college dorms. In 2010 81 hotels/motels reported a bed bug problem. Another sign that the problem is growing is the increasing number of Florida exterminators that now specialize in bed bugs, a factor that didn't even exist several years ago. Government resources and advice for Florida renters and homeowners can be found below."

It is very difficult to determine if a bite or red area on the skin is from a bed bug. This is because bed bug bites look like bites or allergic reactions from other insects. The best approach is to inspect a hotel room bed before you bring any luggage into the room. If you do have bites, inspect the headboard and seams of the bed (pull back the sheets and check the seams around the top of the bed bug.

New Yorks Fifth Avenue Store has bed bugs – Bedbugger.com
According to Gothamist, the Apple Store on Fifth Avenue in New York City has bed bugs and has had them for over a month. (Gothamists story is worth viewing if only for the revival of their intergalactic bed bug warfare imagery which we cant reproduce here.)
The New York Posts source suggests the bed bugs were spotted in employee-only areas like a managers office, but also in a public area, in a roped off table:
One worker said the issue has been going on for nearly a month and Friday was the first day they acknowledged they found something.
The employee said the issue started about three to four weeks ago during the overnight hours at the 24-hour store, which frequently has homeless visitors, when a table on the second floor was cordoned off because a bed bug was found, believed to have come from one of the homeless visitors.
Everyone is quick to blame the easy target. I cant believe that after so many years, this is still the level of discourse around bed bugs and who to blame for their appearance.
Sure, bed bugs can be a particularly persistent problem for some homeless folks, who - once having made contact with bed bugs - may have more trouble getting rid of them, depending on access to showers, laundry facilities, and other factors.
However, anyone could have brought bed bugs into the store - employees, managers, tourists, people who live nearby in fancy buildings, hipsters, and so on. Bed bugs dont target people of lower social standing. They are just easier to deal with when you have more money.
Which does raise questions about why the Apple Store - run by a big multinational corporation - would wait a month to address such an issue?
Glad to hear the problem is being addressed. If you had any doubts whether spring has sprung, the appearance of bed bugs in public places is a good sign the warm weather is once again hastening their spread.

Worried About Bed Bugs in NYC? Treatment & Signs in New …
Sleep tight, dont let the bed bugs bite is a common -- if not totally gross -- thing many parents tell their children at night. But chances are, you never gave those creepy crawlers a second thought until you moved to New York City.
Unfortunately, the horror of a bed bug infestation is a pretty common experience in NYC. According to pest control company Orkins annual Top 50 Bed Bugs List, confirmed cases of bed bugs increased during 2015, making New York City the fourth-worst urban regionin the nation for these pests.Local exterminators at M&M Pest Controlagree.
The bedbug threat has definitely gotten worse over the years, confirmed client service representatives at M&M Stephanie Kollgaard and Hunter Konkle, as well as directors Kevin Carrillo and Timothy Wong. Incoming requests for bedbug treatment or inspections have grown consistently by 20% annually for the past several years.
But lets back up a little bit. If you dont already know, bed bugs are parasitic insects that have a particular penchant for human blood. While they have not been known to transmit diseases, they are literal ankle biters and will turn your mattress into a colony. And its not something a New Yorker should take lightly: Bed bugs can be picked up everywhere from the R train to a swanky hotel.
Despite common misconceptions, bed bugs do not target messy or dirty apartments (though that certainly makes it easier for the insects to go unnoticed). Everyone is at risk, and the chances of picking up a bed bug are infinitely greater in metropolitan areas, where people move often and quickly.Increased travel and foot traffic brings a spike during the summer months.
More than anything, bed bugs will screw with your head. After my own traumatic bed bug experience, I slipped into what can only be described as post-traumatic infestation disorder. I had nightmares about them, thought every piece of fuzz on my comforter was a nag, and scoured my sheets obsessively before bed.
Whether you think you have an infestation or want to protect yourself against the enemy, this step-by-step guide will tell you everything you need to know (and hopefully never have to use) about dealing with bed bugs.
One of the most obvious indicators of a bed bug infestation may be the physical marks left by feasting critters -- hives, bumps, an eczema-like rash -- though reactions to bed bug bites (or more specifically, their anesthetic numbing saliva) can vary greatly. And as much as 30% of the population may have absolutely no physical reaction to bed bug bites.
Seeing an actual bug isnt very likely, unless you wake at the crack of dawn. These insects are largely nocturnal, and tend to feast during the night. If you do find a bug in your bed, note that adult bed bugs are often reddish-brown, roughly the size of an apple seed, and relatively flat (unless theyve recently gorged themselves on your blood). Nymphs (the young ones), on the other hand, are practically translucent unless theyve just fed. In that case, they may look like bright red pinpricks of blood on your sheets.
Youll have better luck looking for shed shells and exoskeletons, and dark brown or black stains (like an ink blot) on your bedding. Start by examining your mattress seams, the cracks and crevices around your bed frame (they love the little slots where IKEA bed slats sit), and even behind outlet covers.
For more detailed information, read our full guide to identifying bed bugs.
If youre fortunate enough (ironically) to find an actual bug, be sure to catch it and put it in a Ziploc bag -- bed bugs are demonic, but theyre not very swift. Youll have no trouble snatching one if it just so happens to plod across your pillow. By bagging the evidence, you can provide your landlord proof of an infestation -- so you dont have to foot the bill -- and give your exterminator a sense of the severity.
If evidence is exactly what youre lacking, call a NESDCA-certified canine company. These bug-sniffing dogs can tell you whether or not youve got a pest problem, and exactly where theyre hiding.
There are some holistic methods that have proven effective at defeating bed bugs (highly concentrated peppermint oil, for example, and straight-forward rubbing alcohol) but you absolutely want to call in an expert.
Most over-the-counter pesticides will make the situation worse by scattering the bedbugs you dont see or that are not exposed to the pesticide, Kollgaard warned.
New York City bed bug specialists include M&M Pest Control (an eco-friendly pest management firm) and ODIN Pest Control, though nationwide companies like Orkin and Terminix have seen their fair share of bed bug outbreaks.
Depending on the extent of the infestation, your exterminator will likely make two visits to your apartment, and he or she will ask you to take steps prior to their arrival. Start by clearing clutter from the infected site. On the day of the first treatment, wash all clothing and bedding in hot water (and dry everything possible on high heat). Seal your belongings in plastic bags (I recommend double-bagging everything because bed bugs are relentless) until after the second treatment has been administered. Insecticides wont kill eggs, only bed bugs that are physically exposed to the chemicals. So dont go putting your clothes into a dresser or under-bed storage until this window has closed.
Unfortunately, its pretty crucial you stick around your apartment throughout this difficult process. While youll be tempted to flee to your friends apartment or a hotel, bed bugs wont come out to feed (see above: Bed bugs must make physical contact with chemicals). Basically, you need to stay there as human bait.
And then just vacuum like mad and steam-treat (or spray with rubbing alcohol) furniture and clothing that cant be washed. Bed bugs are pretty hardy (it takes several days of zero-degree temperatures to kill them), though an hour and a half of extreme heat exceeding 117 degrees will do them in for good. Heat-treating infested homes is highly successful, but youll likely get an insecticide-based treatment.
For an even more comprehensive battle plan, read our full guide to waging all-out war on bed bugs.
To be completely honest, there is not a lot you can do to prevent bed bugs: Theyre ubiquitous in crowded urban centers like New York City (remember the time they closed down the Times Square AMC movie theater because of an infestation? Or that horrific bed bug episode at a Central Park West hotel?)
Vacuuming, washing bedding often in hot water and drying on high heat, and protecting your mattress and pillows with specially designed bed bug-proof cases can prevent a stray bed bug from transforming your home into an all-night blood buffet.
If you travel, its also recommended that you thoroughly inspect your suitcases before bringing them into your home, or even fumigating them for a few weeks in sealed garbage bags with special products (pest-eliminating strips are a smart choice).
Bed bugs are insidious, and can be extremely difficult to get rid of once theyve decided your mattress is a cozy abode. But they dont have to destroy your life or force you out of an apartment. If youd like to know whether or not bed bugs have ever been identified in the apartment prior to moving in, weve also got you. Just go to New York Citys Housing Preservation & Development site and search for your current or prospective apartment. Youll see if any complaints or violations have ever been recorded (including pests of all varieties).
And under the 2011 Bedbug Disclosure Act, your landlord is supposed to notify you if the building was infested in the previous year. Thats because (heres the worst part) bed bugs easily spread to neighboring units. Its particularly bad if theres a bed bug crisis above or below your apartment: Theyre notorious for traveling along mechanical and plumbing lines.
Despite that, said the team at M&M Pest Control, many next door neighbors do get them when the shared walls are not well sealed.
We cant say having bed bugs isnt a total horror show. It really, truly is. But you will survive, and you may not even have to toss your duvet. And the next time you see a cockroach scurry across your countertops, youll feel something close to an enormous wave of relief. At least cockroaches just want to eat your food -- not you.
