It's sad that the El San Juan is getting such bad reviews. I honestly think that these bites are from sand fleas which are very prevalent when there is a lot of humidity and also where there is lush vegetation. The El San Juan has the most plants and tropical landscaping of all the hotels in the San Juan area.
I looked at the hotel review section and saw the picture of the woman with the bites. they did not look like bed bug bites but more like sand flea bites. Did anyone actually see the bugs or the trail of black excretion from the bugs? I think housekeeping would see this and report it to the management. The owners of the hotel are not a fly-by-night organization but a very respected luxury hotel group.
My suggestion is put some insect repellant on when going to the pool and beach.
