On November 16, 2011, HPD along with Council Speaker Quinn and Council Member Brewer announced the acquisition of two male bed bug sniffing dogs in an effort to combat bed bug infestations in residential properties. The beagles, Mickey and Nemo, are available to assist a team of four Code Enforcement Inspectors who have been trained to work with the dogs. The dogs will respond to bed bug complaints where the 311 operator has confirmed that the tenant would like to have the inspection performed by a dog; not every complaint where someone indicates that they are available for a dog will get such an inspection. The dogs were trained at an accredited facility to alert by sitting when they detect live bed bugs or viable eggs. The dogs findings will be confirmed by visual inspection before a violation is issued. Although the dogs cannot respond to all bed bug complaints in residential properties, they will serve as a valuable resource in detecting bed bugs in places that are difficult for people to detect, and in cases where there are a small amount of bed bugs or the bed bugs have not yet matured. The Department of Health and Mental Hygienes (DOHMH) Bed Bug Website at http://nyc.gov/bedbugs provides detailed information for tenants, property owners/agents and homeowners on how bed bugs thrive, how to recognize and inspect for their presence, steps to take to prevent them from infesting a home, how to safely rid an area of bed bugs if they do occur, and how to select and work with a pest management professional. You can also go to the Department of Housing Preservation and Developments (HPD) e-learning on bedbugs, which provides information on the above topics through an interactive format,using anaudio/ visual format.
Left untreated, bed bugs can spread quickly in multi-dwelling housing. Both the housing and health codes require that property owners address infestations promptly. The surest strategies to keep bed bugs from spreading are prevention, early detection and rapid treatment. As a tenant, the first action you should take if you believe that you have bed bugs is to notify your landlord. As a landlord, the first action you should take is to conduct an inspection of the reported condition. Knowing what to look for is key!
Bed Bug Complaints: Enforcement ProtocolHere is how the Citys enforcement protocols work:
ComplaintsYou can file a complaint about bed bugs by calling 311 or using 311ONLINE. When a complaint is made to 311 about bed bugs in a residential building, HPD attempts to notify a property owner/representative at the registered phone number about the complaint (For more information on registration,click here.) A housing inspector from HPD may conduct an inspection. The inspector examines places where bed bugs are commonly found, such as on and around mattresses, beds and head boards, as well as other potentially infested areas as directed by the tenant.
ViolationsIf the HPD inspector finds bed bugs, the property owner is issued an HPD Notice of Violation (NOV)(see Sample A)ordering that the condition be addressed.
When a NOV is issued by HPD, the property owner also receives a DOHMH Order of the Commissioner(see Sample B).The Commissioners order tells property owners in more detail what the requirements for addressing the bed bug problem are, including:
Inspect the apartment(s) cited for bed bugs.
If you find a bed bug infestation in the apartment(s), inspect all units adjacent to, above and below the infested units, as well as all common areas; and retain the services of a pest management professional certified and registered by the New York State Department of Environmental Conservation to take all measures necessary to remove bed bug infestationwhere found.

The Bed Bug Inspectors – Midtown West – New York, NY – Yelp

I did a LOT of research on Bed Bug companies in the NYC area, and after speaking with about six different companies, this was the company that I went with because their price was reasonable and they promised both a visual and canine inspection (some companies only offered one or the other). Overall, I was extremely pleased with my experience with The Bed Bug Inspectors. I called to schedule an inspection, and I was told that the inspector would arrive between 7am and 9am, and he arrived around 8:15am. His name was Paul, and he came with the bed bug dog, Freedom. Paul was extremely professional and took his time guiding Freedom around the apartment to look for bed bugs. He also did a thorough inspection of my bed (i.e. pulled off the covers, looked into the little crevices of the mattress with a flashlight, etc.). The entire inspection took less than 20 minutes. Turns out I didn't have bed bugs, so I just paid him and he left. I feel like I can trust this company because they didn't try to pressure me into a pricey treatment when I didn't actually have any bedbugs.
They came and found no bed bugs on a canine inspection. Another company came and did a canine inspection and did find bedbugs. But Bed Bug Inspectors refunded our money, no questions asked. That was decent and responsible of them. They do say they guarantee within 95% accuracy, so we were among the 5% that fall through the cracks. Again, all our money will be refunded, so I'm giving them 4 stars. He's an honest, hard-working person with a good dog. Accidents just happen sometimes even with the best of companies.
Was already treated for a bedbug infestation prior, called this company when I was still getting bites. And then when I gave my credit information to them, it took them a week to charge my card. Just keep an eye out for it on your statements. They claimed they'd be my way around 3-5. They apparently found some on the couch I was sleeping on (but of course) and nowhere else. They said they'd call to send a report. Never got it. We ended up just taking out the couch and sterilizing the area ourselves. Edit: I received a call from Jeremy and it turns out that they had indeed called, but likely called either myself at too late a time from a number I didn't associate with the company (they will call from any of various phones, just FYI for those who don't always answer numbers they don't recognize), or they called my roommate and my roommate didn't let me know. They just sent the report so everything came full circle and they were incredibly cordial about the miscommunication. The report was as thorough and professional as I'd expected.
The dog came and didn't find anything. Turns out they were here and i got a very bad infestation.(Also my Doctor looked at the bites and called them hives). Like an idiot without realizing uncalled the same dog back to check out my office after the presence of bed bugs was confirmed in my apartment and he didn't find anything again. Do I need to spend another $300? Also as I know well now what to look for on the bedding signs were present when the woman with the dog came to my apartment. DO NOT TRUST these people.
I read some good reviews and decided to send them a picture of what I thought may have been a bed bug. Jeremy got back to me in less than 2 minutes and told me it was a spider beetle...for no charge. Hopefully I won't ever need bed bug services, but if so I'll go back to them.
They were on time and the dog Freedom was all business in the best way: nose to the ground. They didn't find bedbugs - even though I had bites. This I can say with surety **they don't pretend that there are bedbugs just to make money off of getting rid of them for you.** Now I just have to do research/buy mattress encasements/get my bed raised off the floor onto a frame and see if my bites go away. The Bed Bug Inspectors said that if the bites come back they will check it again free of charge. Jeremy on the phone was nice just like all the reviews say and Paul who came to do the check up was kind of like Wesly from Princess Bride.
I had lots of questions and Jeremy and Chris were extremely patient, professional and knowledgeable re; bed bugs. So after 3 different phone calls with them and being that my building has had a number of infestations, I decided to have their version of Roscoe come out and sniff around. Certified dog, unbiased opinion, and very accommodating. Excellent customer service. The pricing is competitive with other services in NYC. I ended up not having bedbugs and this service was definitely worth it to know for sure.
It all started while I was at a party . . . During an otherwise erudite discussion with some friends, a woman interrupted the conversation and said, "I'm sorry if I keep scratching, but I have a bed bug problem." After my weak attempt at concealing my dry heaves, I inquired as to what proactive methods she took to ameliorate the problem. Her answer: "I wear a hoodie and sweats to bed." After stifling my anger (Hello, why the hell haven't you quarantined yourself?! It's called the internet!), I forgot about it and went about my business. About four days later and two parties later, I got these curious bites on my legs that WOULD NOT stop itching. I immediately went online and and began my investigation on bedbugger.com My beds were clear and there were no new vampiric bites. But I couldn't let it go . . . So I, unlike that aforementioned woman, called the most reputable firm in detection: The Bed Bug Inspectors. They were quick and professional: I called at 11 AM, and by 2 PM Jeremy and Freedom the canine were here. Jeremy explained the process, and within 15 minutes I had peace of mind. While it cost me half a month's rent, my coritsol levels returned to normal. In short, don't delay and risk exposing your friends or neighbors -- it's unconscionable. Even if there aren't any bed bugs detected. but you suspect them later, The Bed Bug Inspectors will return and reinspect for no fee. Who said there aren't any modern day superheroes?
Went to Atlantis on vaca and little did I know but a few of those little critters hitchhiked back to NY in my luggage. To think they found their way from the attic to the foot of my bed is still amazing to me. So after spotting 3 bugs over the course of 3 weeks on the bed, it was time to research. Yes, bed bugs. So I called these pros and a short guy with a short dog showed up. Sniffed the entire house and found these critters to only be in the foot board of the bed. Had the exterminator in the next day and poof, the few that actually were hiding in the space between screws and the wood were extinguished before any eggs were layed. Timing is everything. Completely satisfied.
This company is fantastic. Very knowledgeable, professional, and dependable. I was convinced I had BB. I found an insect and contacted them via telephone. Jeremy and Kris both looked at the photo of the bug and told me the species of insect without charge(not a BB)...phew. Sadly I had bites on my arms the next couple weeks. I called them to schedule an inspection and they arrived promptly. Freedom their cute beagle didn't find any evidence of BB. I thought it would be best to treat because my neighbors had recently had them. I spoke with Kris and he went over all of my options. I seriously called them like a million times and they were always very patient with me. This process was made so much easier because of their amazing team! Paul came by today to treat my apartment and it was very smooth. I didn't even have to throw anything away! You hear all these horror stories about BB in NYC. .. but not with this company. They are seriously the BEST!!!!!!
This was the best $300 I ever spent!! I called at noon and they were at my place by 3:00. They were really professional, gave me some good tips for preventing future problems and gave my apartment the all clear!! Thank you for saving me $1500 in extermination fees!! I was totally ready to call in the big guns, but it turns out I didn't need to!! I will sleep peacefully tonight (except for the mosquitos).
My roommate and I had a bed bug scare and were freaking out about it. The Bed Bug Inspectors (Oscar and Cruiser) came to our house, and (so very) thankfully, Cruiser didn't find anything. Their customer service was, quite simply, fantastic. Everyone was extremely friendly and helpful and down to earth and it made a big difference in the few days that we were freaking out over the BB scare. I did a lot of research before calling them, and was glad I did. I hope to never have such a scare again, but at least I'll know who to call right away. Highly recommended.
Paul and his beautiful dog Saide came the same day I called. They were professional and efficient. I had probably been being pestered by mosquitos because October was still quite warm, but having them come over was extremely reassuring and calming. Had I called an exterminating company first, I might have gone through a great deal of grief and expense when in fact there was no problem. Thank you!
They did a great job - very quick, professional, came on time. I would recommend to anyone who is scared they may have bed bugs. Thankfully I did not. My only gripe is the price - $300 for a small NY 2 bedroom apartment! Anyhow, I guess that's what peace of mind costs these days!

To all of you who are apprehensive about having a dog come inspect your apt dont be. Jeremy is very discreet and professional. He came within the time frame he said he would be coming. The dog went to work and did his job. Luckily I didnt have to go any further for now but it was for the piece of mind this service puts you at. I had called another ny bedbug / exterminator only to be hung up on in mid sentence. He wasnt going to take a small case when he has a pool of customers to choose from. This epidemic has put these companies with a wealth of potential clients.They can pick and choose who will bring in the most moeny. This company doesnt have any invested interests in exterminating so you wont find that attitude. I find the solution to this problem is early intervention, educating yourself of what to do and not to do and luck. Best yet you get a discount for being a yelp member! Best luck to all of you who have inherited this problem. So dont wait be proactive and call.
