When one hospital discovered a cancer patient lived in a home with bed bugs, it took stern action, refusing to provide a diagnostic scan and radiation treatment to the infested person. Another facility canceled a procedure for a kidney-disease sufferer under similar circumstances.

Both institutions eventually relented when public-health nurses got involved and eased their fears, but the incidents were not unique, suggests a new report.

Many Canadians afflicted by bed bugs are facing extra delays in getting medical treatment or outright denial of service from health-care workers reluctant to expose themselves to the nocturnal pest, the report suggests.

I have seen many situations where [infested] patients were not treated as fairly as other patients they were discharged faster, they were staying longer on the waiting lists, said Maude Lalibert, a physiotherapist and University of Montreal professor behind the article in the journal HEC Forum. Its a real problem

Ms. Lalibert likens health cares reaction to the bed-bug epidemic to the early days of AIDS, when patients with the disease were often treated as pariahs.

The reports authors argue that nurses, doctors, home-care workers and others have an ethical duty to help patients with bed-bug problems, and urge health organizations to develop protocols on dealing with buggy environments and individuals.

Meanwhile, some health workers are negotiating contract provisions to ensure they are compensated if they bring an infestation home with them, while authorities in Ontario and Manitoba have specifically ruled employees cannot refuse such work.

This is the new normal, said Diane Dyson, public-policy director with Torontos Woodgreen Community Services. Our workers need to know this is the new normal.

Bed bugs had been all but eliminated in North America by the middle of the last century, only to reemerge with a vengeance over the last decade.

Though they suck their human preys blood, the insects are not known to transmit disease. They do sometimes trigger allergic reactions, though, while severe infestations can cause chronic sleeplessness, social isolation and even mental-health problems. The elderly, poor and disabled, often unable to afford the costly extermination, tend to be hit hardest, experts say.

Yet Ms. Lalibert, who provides physiotherapy services to patients in their Montreal homes, is not alone in seeing such people struggle to get equal health services.

In Toronto, a client was denied a diagnostic test and treatment for cancer because of an infestation, said Allie Lehmann, head of the public health departments vulnerable adult and seniors team.

There is a lot of misplaced, misguided, uneducated fear around bed bugs, so sometimes people have been turned away, said Ms. Lehman. I was around when AIDS started and people had similar concerns. Sometimes I think Im back there.

She said health-care staff do tend to see the light when they are taught about the true nature of the bugs and how to avoid transporting them to their workplace or homes.

Experts say the insects can be staved off with relatively simple precautions, such as not putting bags on the floor of infested apartments and wearing light-coloured clothing that makes the bugs easy to spot and kill. In more extreme cases, workers can wear plastic bed-bug suits and booties.

Tracy Leach, head of the Toronto public health bed-bug team, said she was called in recently to help a kidney-dialysis patient whose procedure at a local hospital had been postponed because the individual had bed bugs. Other clients have had agencies refuse to provide services in their homes until their infestation was cleared up, she said.

Kelly OSullivan, a local president with the Canadian Union of Public Employees, said health-care providers who visit clients in infested homes should ideally be able to decline the work, with the bugs immediately exterminated so the workers can quickly return. But her members, paid in the range of $18,000 a year, never refuse a job because it would mean an automatic loss of income, she said.

When one Toronto home-care worker did decline an assignment in an infested residence, Ontarios Labour Ministry actually ruled that the insects were not grounds for work refusal, said Ms. Dyson.

A 2012 Winnipeg Regional Health Authority document also states that visiting infested patients so long as the employee is properly trained and equipped does not constitute dangerous work.

Woodgreen, considered a leader in tackling the bedbug problem, has agreed to compensate its personal-support workers up to $500 to eliminate infestations related to their jobs. It happens to staff about twice a year, Ms. Dyson said.

"Dragnet" to kill bed bugs. PEST CONTROL CANADA

Our neighbors have admitted to having bed bugs and told our landlord they took care of it NOW COUPLE MONTHS LATER we found a couple on one of our beds! Please know me or my husband have NEVER had bed bugs before we told our landlord and she is getting a pest control company to come treat both places and they are using Dragnet i was wondering can this being in our place pose a risk to my 5 year old! I read permethrin can be toxic to children Im worried

A certified pest professional should follow strict regulations and apply the insecticide according to label directions. If you vacate the premises as directed there should be no risk to your family. Dear Bed Bug: We recognize that this issue is a potential problem every day, and do take it very serious. We as consumers have to remember that a Hotel itself does not have bedbugs; it unfortunately is brought to the hotel by a guest, either through their luggage or cloths. The bigger concern as travellers is how the hotel you are staying in handles this issue should it arise. Our Hotel procedure is to immediately place a room suspected of a problem out of service. The rooms immediately beside and across the hall from the suspect room are also placed out of service. Professionals are called in to evaluate the rooms and confirm or deny the presence. In a case of negative to the problem, further precaution is taken by the suspected room remaining out of service for additional days and then is it reassessed. In a positive case a room will be treated chemically and also baked at 140 degrees to eradicate the issue completely. Unfortunately every small bug or beetle these days is a Bedbug in the eyes of a guest. Regardless whenever there is a suspected case of the bug we do the most responsible thing we can do for the comfort and safety of our guests. Anyone who reads the news today can hardly go a week without hearing a story of the rising issue of bed bugs. This is a problem that is addressing everyone in every industry, from apartments to movie theatres, airlines to hotels.

In addition we would like to comment this was not a confirmed case.

If you think you may have bed bugs, these are the essential dos and donts. Make sure you also look at the photos of bed bugs (and signs of bed bugs) and photos of bed bug bites, and the FAQ on detecting whether your problem is bed bugs, or something else. If you suspect there are bed bugs where you sleep, dont begin sleeping in another bed, on the sofa. Do not go to stay with someone else. The bugs may follow you to your guest room or sofa, and then it will be much harder to get rid of them. They may hitch a ride to your relatives home, and you can cause them to become infested. (All of these situations have happened to Bedbuggers we know.) Also, staying outside of your home means the bugs may become dormant. Were told they may live without feeding for up to 18 months. When you come back, they can begin biting you again. So staying in your home during treatment, and sleeping in your usual bed, is the way to kill bed bugs. Read our FAQs, isolate your bed, and sleep there while youre getting a Pest Control Operator (PCO) to treat your home. Once you are being treated, you must remain in the bedyou are the bait, attracting bugs to the poison and their deaths. If you isolate the bed, they need not bite you.

Do save any bed bugs you find. Do not part with these you may need to show them to landlords, pest control professionals, and so on. Entomologists at colleges or science museums in your town may identify these, and a pest control company can too. Pick it up with clear packing tape, and tape it to an index card. Dont assume youll see lots of them, some people dont.

Do rule out other possible conditions, like folliculitis, scabies, and bites from other insects. Suspected bed bug bites sometimes turn out to be one of these other conditions. Doctors cannot diagnose bed bug bites with any certainty. The FAQs may help. Be warned, though, that many of us are told by doctors that we do not have bed bugs, and later find they are wrong. Many of them have never seen bed bug bites, or have seen only some patients with them. Bed bug bites can range from large welts to small red bumps, to scabby pimple-type bumps. See the photos in the left sidebar links on the blog (even Caryns bed bug bites look different on different areas of her body).

Dont assume you are the only one being bitten. Remember that some people do not react to bed bug bites at all. Bed bug bites are an allergic reaction, and reactions vary from nothing to serious allergic reactions. Research released in 2010 by Dr. Michael Potter suggests 70% of people do react, and 30% of people do not react to bed bug bites.

Dont start throwing your bed and other furniture out. As per the FAQs, you can cover and isolate the bed. (You may wish to wait until a PCO has started treating before covering the mattress in an encasement.) Most furniture, including mattresses and sofas, can be treated by a PCO, and you can ask the PCO if throwing them out is a good idea. And he or she can help you do it safely, so as not to spread the bugs around your home or building, and so that others do not pick up infested items.

Dont start buying a load of chemicals and treating yourself. We have FAQs about choosing a good pest control firm and about why doing your own pest control in lieu of a PCO is not a good idea. Yes, sometimes supplementing a PCOs work makes sense, but only if you know what theyre doing, and what you should do. Remember, pesticides have different qualities (repellents, contact killers, residual killers, growth regulators, etc.) Bed bugs are probably the most complicated pests youve ever encountered at home. If you start spraying pesticides, you may disperse the bugs, and the professionals may have trouble treating them. You may spread them around your home. Get good professional help and follow instructions.

Do not, absolutely do not release a fogger or bug bomb. Do not allow your landlord to do so. Do not allow a so-called exterminator to do so. Bug bombs / foggers do not work for bed bugs, and in fact, will spread them. Your problem will be magnified. Trust me!

Dont start bagging everything you own. With the exception of washed and dried clothing (according to specific instructions below and in the FAQs), do not seal up everything you own in bags. Some PCOs will want you to inspect, vacuum, and seal all your posessions in bags. Most wont. Following their advice is crucial, since they know what theyre using on your problem. If you decide to bag things, you may be sealing away bed bugs and this is only a way of dealing with the problem if you put these items in storage for 18 months, unopened. Instead, most PCOs will vigorously fight your problem, and bed bugs will be attracted out of your posessions and towards poisons which will kill them.

Do start dealing with your clothing and linens. Though you should not simply seal your posessions in bags (as above), it is probably a good idea to start working on clothing and bedding, since the PCO is going to tell you to do this, and it takes time. You should take clothing and other items, wash them in a machine on hot, dry them on hot for 1-2 hours. Remember, driers vary as to their strength and how long they take with what size of load. My personal method is that items should at least be dried on hot for 20 minutes after they appear to be fully dry and very hot. If you want to be cautious, go for two hours on hot. Dry cleaning is okay too. Keep in mind that pillows, comforters, down coats, and other thick items may take longer. Heres the key: after washing and drying, bag items in sealed, airtight bags, and do not remove them until use. Our FAQs give more explicit suggestions.

With bed bug wars being waged elsewhere, Manitoba schools are turning their attention to remaining bug-free.

Even though classroom infestations are rate, schools in the U.S. and Canada have reported finding bed bugs on school properties and some Manitoba schools have had close calls.

Jamie Krutkevich, president of the Seven Oaks Teachers Association says her division has had instances of kids coming to school with bites on them, as well as a teacher getting bitten at a popular camp while on a school trip.

A lot has to happen for a child to bring home a bed bug from school but its entirely possible, especially if you have more than one infestation in a school, says Krutkevich, adding that kids should never be sent home due to bed bugs, unless repeated efforts have been made to remedy the situation.

With lots of classrooms around the province filled to capacity, the possibility of cross-contamination from personal belongings is always present. Bringing in old couches and furniture into classrooms also increases the risk of infestation.

Krutkevich says her school division is taking proactive measures to keep infestation down to a minimum.

Seven Oaks has put forward money for schools to replace their fabric furniture with leather or vinyl. Were treating it much the same way as lice, so if there is a case of bed bugs reported we try to keep backpacks and snowsuits outside the classroom, and wrap their books and agendas in a plastic bag.

While bed bugs dont spread disease, they feed on human blood and are considered a nuisance.

There is a wide variety of skin reactions to bed bug bites, from no reaction at all to small welts that are painless but may itch. Scratching at a bite is the same as scratching at a mosquito bite, and should be avoided as much as possible as infection can occur, says Michael Routledge, medical officer of health with Winnipeg Regional Health Authority.
