Bedbugs in apartments are a problem that is more and more frequent in Montreal. Anyone can have them, even without knowing! When a bedbug problem emerges, both landlords and tenants have obligations.

Bed bugs are brownish insects that can be seen with the naked eye since they are about 4 millimetres long. They are active and visible mostly at night, usually along the seams of mattresses. They feed on sleepers blood and so are generally found in bedrooms. During the day, bed bugs stay in dark, dry places such as cracks in walls, curtains, clothing, behind peeling wallpaper, baseboards or pictures, etc. However, when the infestation is large, they can be found elsewhere (dishes, cupboards, toys, etc.).

Bed bugs dont jump or fly. They crawl at about the speed of ants. They usually are transported on fabrics, furniture and suitcases.

They are sensitive to extreme temperatures. They feed on human blood but can go without food for over a year, given the right temperature.

Bed bugs presence is detected by direct observation (on a person or mattress) or indirect observation (blood, excrement, bites). Bites itch, often seen in groups of three; they are red bumps with a tiny red point at the centre. The excrement is easy to see: black speckles on mattress or sofa seams. Their dead skin is often found on the bed during the moulting season, along with small bloodstains from the bites.

Bed bugs dont transmit diseases and their presence does not have to be reported to the public health authorities. Their bites are usually harmless, although in serious cases they can cause skin problems and allergic reactions. The collateral damage, however, can be considerable: embarrassment, guilt, sleep loss, isolation.

It is advisable for tenants to quickly notify their landlord or the municipal housing bureau for the latter to arrange and pay for an exterminator to come to the dwelling as soon as possible and see to it that the bed bugs are eliminated. Landlords cannot criticize tenants for having bed bugs, but tenants can be reproached for not having informed them of the situation. In most cases the rental board will order the landlord to pay the extermination costs.

Important: Dont try to solve the problem without an exterminator

Most insecticides are ineffective and will just drive the bed bugs into other dwellings. They will also excite the bugs and hasten their reproduction, thereby causing the infestation to propagate faster.

Bedbug bites or lesions look like mosquito bites. They usually disappear within a few days. The bites can be very itchy. Scratching the bites can result in skin infections.

Notify the building owner or manager

An occupant must inform the owner or person in charge of pest control as soon as possible that there are bedbugs in the apartment.

Act quickly

Building owners or administrators are responsible for contacting qualified pest controllers (exterminator having a government-issued license) to find solutions to the problem.

Use effective control methods that are not harmful to health

Several control methods should be considered, not only the use of insecticides. Pest controllers should only use insecticides that have been approved for use against bedbugs. To limit health impacts on occupants, the use of insecticides should be kept to the minimum required. Treatments must be repeated until bedbugs have completely disappeared.

Cooperate

Without the cooperation of all parties concerned (occupants, building owners or administrators, and qualified pest controllers), it is difficult to effectively eliminate bedbugs in an apartment or building.

Suggestions for Bed Bug Exterminators? : halifax

We have bed bugs.

We've done some basic damage control - threw out a couch, bought some mattress covers, laundered bedding, some clothing, curtains, etc., and vacuumed all over the place - but the bugs persist.

I have no idea where they're hiding, but we wake up with new bites each day. We think they're also in the living room since we're pretty sure some recent houseguests are the cause.

We're going to mention it to the superintendent, but since there's a good chance we caused the infestation (although we did see a couple before the houseguests arrived...), and since I've read that Nova Scotia likes to put cost on the tenant unless they can prove otherwise, we're looking for some options.

Has anyone had to hire an exterminator for bed bugs? How much did it cost? How long did it take? Did you or your pets have to leave the apartment?

Tenant Rights: Bed Bugs

This article has information about your rights as a tenant in Ontario, if you find bed bugs in your home.

If you have a problem with bed bugs or other insects or pests, you should immediately inform your landlord, your superintendent or property manager, or someone else who is responsible for ensuring homes are pest-free. As a tenant, you are responsible for cooperating with your landlord's efforts to control bed bugs.

It is the landlord's responsibility to maintain the rental unit so that is fit for habitation and complies with health standards.

Landlords have the right to enter to inspect and maintain rental units. Tenants must be given notice in writing 24 hours ahead of time.

Treating an apartment for bed bugs is not considered an emergency, so your landlord should give you proper notice and adequate time to properly prepare your unit before application of pesticide.

Early detection and fast action is important to addressing an infestation. Only licensed pest control companies should be used.

If the job is not done properly, the bed bugs may come back or continue to spread.

If the pest control operator believes there is a need to also treat neighbouring units, your landlord may have the right to enter to inspect and treat your apartment as well as the affected apartment.

Proper preparation is key to successful treatment and prevention of bed bugs. Landlords should tell you what you need to do in order to make treatment effective. Be prepared. This can take a lot of work, including clearing out shelves, laundering all clothing and bedding, moving furniture away from walls and removing clutter.

It is every tenant's responsibility to make sure they properly prepare the apartment according to the landlord's instructions. If you are unable to do this or have questions, make sure you speak to your landlord about it right away. Family members, friends, neighbours or community members may be able to provide additional support with the preparations.

Landlords can apply to the Landlord and Tenant Board for an order to evict a tenant if a tenant seriously and unreasonably interferes with the landlord's efforts to deal with bed bugs.

Landlords are responsible for the costs for treatment.

If a landlord refuses to help when a tenant notifies them of a bed bug problem, tenants may obtain assistance or advice from a legal clinic or from the Landlord and Tenant Board.

Another option available to tenants whose landlord does not maintain their building properly is to file an application about maintenance with Ontario's Landlord and Tenant Board (LTB). If the Board finds that the building or unit is not maintained adequately, there are several remedies that can be ordered. These include an abatement of rent, an order requiring the landlord to conduct the necessary repairs, or a rent freeze until the problems are resolved.
