One Illinois region is not sleeping tight as a plague of bed bugs continues to bite.

The Springfield-Decatur-Champaign area ranked 30th on Orkins most recent "Top 50 Bed Bug Cities" list, which tracks where the pest control company conducts the most bed bug treatments. The region jumped 12 spots from last years list.

Kathy Wade, director of environmental health at Macon Health Department, couldn't say why the small, flat, brown bugs invaded the area, but noted they have been a growing problem all over the country.

At this point, it is widespread, Wade said. "They're being found everywhere, whether in an apartment, private residence high-rise, hotels motels they're being found everywhere. So, it's not just an isolated incident.

Wade said the problem is being compounded because some people are not reporting bed bugs to their landlords or are trying to deal with them on their own.

There's also this horrible stigma attached with bed bugs that your house is dirty, and that's why you have one, Wade said. The thing about bed bugs is they don't care who you are; they don't care if you're wealthy or poor ... they're just going to come wherever they can.

The best way to eradicate bed bugs is to use a professional exterminator, who often deploys a series of treatments that can cost several hundred dollars, which Wade said could be too much for some residents. Unfortunately, the health department does not receive outside funding to deal with bed bugs.

Bed bugs are not carriers of any communicable disease, so I think due to that factor, [it] is why you see that there is no funding within the state of Illinois for this, Wade said.

Despite not receiving any outside funding, Wade and her department decided to take actions because they continued to get calls. Wade started the Bed Bug Coalition in late 2016, made up of business owners, organizational representatives and community members who meet monthly to discuss the bed-bug problem.

It's really turned out to be a great community effort for Decatur and Macon County, Wade said. Our last bed bug coalition meeting, we had landlords, we had thrifts shops coming, some of the [homeless] shelters, and every month the coalition grows.

The coalition produced two pamphlets about bed bugs and prevention methods and is planning a public information forum.

Central Illinois struggles to find solution for bed bugs

DECATUR (AP) The resurgence of a bug that was once nearly extinct has cities in central Illinois scurrying for answers of how to tackle the issue. The Herald & Review reports that bed bugs are becoming a problem in places like Decatur because there's no funding for prevention and extermination. The small, flat, brown bugs that bite don't carry a disease, which causes them to be excluded from falling under the authority of governmental organizations like state health departments. The bugs, which are attracted to warm bodies, spread easily, and are difficult and expensive to eliminate. According to Scott Fisher of Scottie's Pest Control in Decatur, the standard to eliminate bed bugs is three treatments. Treatments prices range from $250 to $1,000 per treatment, depending on the size of the dwelling.

The Times recently reported on bedbugs in La Salle County. Eighteen of theLa Salle County Housing Authority's 1,071 units were affected by bedbugs, according to a November 2016 report. These residences underwent treatment and monitoring.

Illinois employees under investigation for derogatory emails CHICAGO (AP) Illinois officials are investigating a longtime state investigator whose personal email has been the source of racist, sexist and anti-gay emails. The Chicago Tribune reports the state began reviewing 62-year-old Frank Capuzi with the Workers' Compensation Commission after the newspaper's probe of offensive emails that were forwarded from his address to a water department boss and others. A July 2013 email obtained by the newspaper with the subject line "Chicago Safari Tickets" makes light of the shootings of children in black and Hispanic neighborhoods. It also includes an image of four white people in safari attire taking pictures of several black people trying to break into a car. The messages came to light in the ongoing investigation of Inspector General Joseph Ferguson's emails. The newspaper says Capuzi hung up when called and didn't respond to follow up emails.

High waves prompts warning to stay out of Lake Michigan CHICAGO (AP) The chance of high, life-threatening waves has officials warning people in the Chicago area to stay out of Lake Michigan. A Beach Hazards Statement was issued early Monday morning for area beaches by the National Weather Service. According to the waves are expected to be as high as seven feet and there will be a strong rip currant. Weather conditions are expected to be a lot more pleasant on Monday than they were over the hot and humid weekend. The weather service says that temperatures will only reach into the 70s on Monday. Wind gusts up to 25 mph are expected.

John Curran to replace Christine Radogno in Illinois Senate DOWNERS GROVE (AP) DuPage County Board Vice Chairman John Curran has been appointed to fill the Illinois Senate seat held by GOP leader Christine Radogno before she announced her resignation last month. In a news release, the DuPage County GOP says about a dozen candidates were interviewed before Curran was selected to serve the remainder of Radogno's term. DuPage County GOP Chairman Brian Krajewski calls Curran a "strong advocate for fiscal restraint and good government reforms" with a deep understanding of issues facing area residents. The Downers Grove Republican has served on the DuPage County Board since 2008 and is an assistant state's attorney in Cook County. Radogno was the first woman to lead a caucus in the Illinois Legislature. State Sen. Bill Brady took over her leadership post.

Illinois tribute from Mother Jones' grave on way to Ireland MOUNT OLIVE (AP) An Illinois tribute to Mary Harris "Mother" Jones will be featured at a festival in Ireland which honors the labor organizer. Union activist James Goltz will transport a bit of clay from Jones' grave in Mount Olive to the Spirit of Mother Jones Festival . It is Aug. 1-6 in the Shandon District of Cork City, Ireland. Jones was born there in 1837. Goltz and volunteers from the Union Miners' Cemetery dug the clay from Jones' grave in late spring. Jones died in 1930. The Cork festival is in its sixth year. Goltz will also read and present three proclamations heralding Mother Jones and the festival from the AFL-CIO , the Illinois AFL-CIO , and the United Mine Workers of America . Mount Olive is 250 miles southwest of Chicago.

Bed bug numbers on the rise in Central Illinois – Herald & Review

DECATUR Bed bugs, once nearly extinct in the United States, have come scurrying back in greater numbers and Central Illinois has been one of their landing spots.

In Hotels, apartment buildings, homes, restaurants, churches, libraries, movie theaters, taxis, storage sheds, schools, workplaces the small, flat, brown bugs with the big bite are back, and theyre everywhere.

Bed bugs arent disease carriers, which is good, but it also causes them not to fall under the authority of county and state health departments, or any other governmental organization. Theres no funding for prevention and extermination, and little information collected about exactly where theyre being found.

Still, even without solid statistics, the Macon County Health Department had enough evidence of bed bug infestations it sought to form a coalition to tackle the problem. In just a few months, the Bed Bug Coalition has had no trouble finding members. The city, landlords, business owners, schools, health and social service organizations, among others, are looking for answers.

It turns out, there arent any easy ones.

Bed bugs spread easily, are drawn to warm bodies not trash and moisture, like many pests and are both difficult and expensive to get rid of.

Bed bugs dont care what socioeconomic status you are. They dont care what color or gender you are, said Kathy Wade, the department's director of environmental health. I dont think anyone saw it coming and hitting as hard as we got hit in Macon County. In the last week and a half, weve taken eight calls on bedbugs here. It is a problem.

Establishing just how rampant bed bugs are in Decatur is difficult, because no one is officially keeping track.

Nobody in the city of Decatur and Macon County as a whole has jurisdiction over bed bugs, Wade said. We dont have the funding to help, and the city doesnt have the funding to help. We cant track them. We have started keeping a list of how many calls come in, but we dont map them out.

There is a list released annually by pest control company Orkin that identifies what it says are the Top 50 Bed Bug Cities. In the most recent list, the Springfield-Decatur-Champaign region had the 30th-most bed bug treatments performed by Orkin nationwide, second in the state only to Chicago. Central Illinois made the biggest jump of any city/region on the list, moving up 12 spots since the previous year.

But considering how many other pest control companies there are, and how many bed bug infestations that go untreated, the list is flawed. Tim Husen, Orkin entomologist and technical services manager, said the list is meant more as a conversation starter than scientific study.

Macon County Health Department's Kathy Wade is educating the community about bed bugs.Bed bugs dont care what socioeconomic status you are. They dont care what color or gender you are, she said.

The point of the list is to raise awareness of a serious issue, Husen said. Its a chance to educate people on bed bugs and what people can do to prevent them.

There arent any key factors that say why one city is ranked ahead of another.

Health department Administrator Dianna Heyer said bed bugs are a major issue in Macon County, but not more than anywhere else in the United States.

Its not just Decatur, Heyer said. Were not different than many other counties that are facing the same problems.

Richelle Irons, director of neighborhood services for the city of Decatur, said the city began receiving an uptick of bed bug calls late last year and referred callers to the health department, which in turn referred them back to the city.

Thats when we realized we needed to come up with some kind of solution, Irons said. Fortunately, the health department took the lead. Technically, they could have said this wasnt their problem.

Heyer said the department could not ignore the amount of calls it received.

We just decided we needed to do something, Heyer said. It was affecting so many people. It wasnt just the calls we were getting. It was our own employees who go into the homes.

Thats when the department decided to form the Bed Bug Coalition.

When you dont have the jurisdiction and you work in public health, its hard when somebody calls you to say, No, sorry, I cant help you, Wade said. So we decided to get all these different entities together and start a collaboration. We knew we had to educate people first.

The coalition has been meeting monthly since December. Wade said the first meeting covered basic facts, making sure if anyone fielded a call they knew enough to lead the person in the right direction.

The coalition decided that alerting the general public about bed bugs was the next step.

We didnt want to start a fire, but we wanted people to have knowledge, Irons said. The more information you have, the better choices you can make.

We wanted the first pamphlet to educate the people who have them and even the people who dont have them, so they know what to do, Wade said. You dont want people hiding them, you dont want them moving from one home to the next and not tell the homeowner or property manager that you had bed bugs.

"If you have bed bugs in your home or apartment and move to another place, youre just taking the bedbugs with you to a different place, and youre spreading them throughout the entire community.

And at the health department we have a lot of case managers and social workers who go out and do home visits. We wanted to create a guide for them, too.

Ed Bacon has run Gods Shelter of Love, an emergency shelter for women and children, since 2014. He once had a pest control license and treats the shelter monthly for typical maintenance, but hed never seen bed bugs until a resident reported bites to him a month ago. Bed bugs were found in two rooms at the shelter.

Bacon said he called around to pest control companies and was quoted a price from a Decatur-based company: three treatments for $400 each.

According to Scott Fisher of Scotties Pest Control in Decatur, three treatments is standard for getting rid of bed bugs, and the price runs from $250 to $1,000 per treatment, depending on the size of the dwelling.

Its not a onetime shot its a procedure, Fisher said. We use chemicals with residuals and direct-contact killing agents. Then we come back in two weeks and do it again, then usually again, then we come back and inspect the area to make sure theyre gone.

Bacon admitted he was lucky. After finding out the cost, he talked his brother, the owner of Bacon's Termite & Pest Control in the Springfield area, who agreed to provide service to the shelter for free.

We had one bedroom that was the epicenter and a second bedroom with babies, Bacon said. The whole place was treated all of the living room, and the downstairs and upstairs.

Bacon said he didnt escape all expense. The shelter spent $200 on laundry to clean all the bedding and clothing in the shelter.

It worked. Bacon said the only bed bugs they find now are dead ones. But it did force a change at the shelter.

When people come in now, all their belongings are immediately washed, Bacon said. Bed bugs are hitchhikers. They come in on people from the outside.

Bed bugs have been biting humans since the beginning of recorded time, according to "The History of Bed Bug Management" by Michael F. Potter in the spring 2011 issue of American Entomologist/.

"As civilization and commerce expanded, bed bugs spread throughout Europe and Asia ..." Potter wrote. "...Bed bugs were first reported in England in 1583 and became common by the 17th and 18th centuries. They hitchhiked their way to Americas aboard shipsof the first European explorers and settlers."

The paper notes the development of dichloro-diphenyl trichloroethane (DDT) was a turning point in the 1940s. DDT was legendary for its long-lasting effectiveness as dry deposit that did not require direct contact to kill bed bugs.

But DDT was banned in 1972 due to its detrimental effects on wildlife in agricultural use, ushering in what Fisher said was a kinder, gentler era of pest removal.

There are a lot of restrictions from the EPA (Environmental Protection Agency) on what we use to spray and how we spray it keeps our hands tied, Fisher said. We cant go in and spray chemicals directly on baseboards like we did 30 years ago.

As world travel increased, without the powerful chemicals that killed bed bugs, they begin to repopulate.

Fisher has been in pest control 38 years but never saw a bed bug until seven or eight years ago. Now, Fisher said he performs two bed bug jobs a week.

And were just a small-time operation, said Fisher, who was surprised when he first started seeing bed bugs regularly after never having seen them previously.

Because of those limitations, the amount of time and effort it takes to eradicate bed bugs has multiplied, leading to higher costs.

Bed bugs arent something you can send one person out to you need an entire crew to move furniture, mattresses and equipment, Fisher said. And weve spent eight to 10 hours in a classroom every year for the last three years just learning about bed bugs from people with PhDs.

Theyre so small, you really have to pay attention and get down underneath the bed and get on the floor. We also have to take more precautions than we ever did before. Theres a lot of time and money that goes into it on our end.

The bedbug letter – Casper Star-Tribune Online

I dont know if its true, but if not, urban legends have a truth to tell.

The narrative is of a supposed incident in which the American Pullman Car Company had received a complaint about a bug infestation in one of its sleeping cars in 1889.

Supposedly, Mr. Phineas P. Jenkins, a salesman of pig-iron products for the Monongahela Ironworks Company of Pittsburgh, was traveling in a Pullman car on the New York Central Railroad and found that his berth was infested with bedbugs.

Jenkins wrote a letter to the company describing his disgusting accommodations.

As the story goes, he later received a hugely apologetic and detailed reply:

The car was located on March 8, immediately removed from passenger service and sidetracked in a remote area until it could be transported by a specially dispatched locomotive to our maintenance facility at Alton, Illinois. There, it has been stripped of all furnishings. The bedding, upholstery, curtains, carpet and all other combustible materials have been burned. The toilets and their fixtures have been scrubbed down and sterilized with carbolic acid. By the time you receive this letter, the car will have been fumigated and steam cleaned from end to end.

The intended effect was sspoiled, however, because enclosed with the letter was a handwritten note by George Pullman to his secretary, Sarah send this (expletive) the bedbug letter.

Evidently, this bedbug letter was the mass produced letter everyone received who complained about bugs. Two similar stories are recorded to have originated in 1917 and 1941.

Sometimes we treat people like this. We send them the bedbug letter, the form letter, that pretends we have heard them and that they matter to us.

In our hurriedness, we ask, How are you? when we dont really have space or energy to care. We say Let me know if I can do anything, hoping they dont take us up on our pretend offer. Sometimes we actually say, Im so sorry, when we are honestly just relieved that it isnt us.

Maybe Mark Twain was right when he said, You should never tell people your problems because 80 percent of them wont care, and the other 20 percent will think you deserve them!

As a Christ follower, one who is on a journey to know and love God, I am encouraged to be compassionate. To care about those in my world; to be present in their pain.

Every single day we come in contact with at least one other human being, a person made in the very likeness of God. We all have something in common: we are all fighting a battle on some front. A wayward kid, an ailing parent, a divorce, a death, a lost job, a dashed dream.

I dont want to simply send another image bearer the bedbug letter.

Lets not give those in our sphere of influence the passing nod of pretending we care. Instead, lets choose to clothe ourselves in compassion. Lets make eye contact, listen carefully, ask meaningful questions and help, if we can.

God is always moved by our suffering, our struggle, our sorrow. So much so that he sent not a bedbug letter but the Son. Shouldnt our lives reflect the same kind of heart?

In 2013, Chicago passed a law to help with the growing bed bug problem. Landlords are now required to give tenants a brochure on bed bugs when a lease is signed. The law makes tenants and landlords share the duty in preventing and controlling bed bugs.

Bed bugs are small, flat, wingless insects. They feed on blood.

Bed bugs are the size, shape, and color of an apple seed. They are 1/4 of an inch long and look reddish-brown. The eggs are tiny and white. Bed bugs are big enough to see.

Bed bugs live where people sleep, sit, or lay down. They can be found on mattresses and bed frames. They can also be found in chairs, couches, and tight spaces.

Bed bugs get into an apartment by clothing, bags, furniture, and mattresses. They can get in through small cracks in walls, ceilings, and under doors. Bed bugs cannot fly.

Bed bugs can be found anywhere. Always check furniture and bedding bought used. Never bring items found in the trash into your apartment. After vacation, check your luggage for bed bugs before going into your apartment. Clean your bed sheets often and buy mattress covers.

Bed bug bites may cause swelling, redness, and itching.

Look for live or dead bed bugs on furniture and mattresses. Also look for tiny dark spots or red stains. Bed bug bites are a sign, but not everyone will notice the bites.

Tenants must call their landlord immediately and then follow-up in writing. Once the landlord is told, wait for instructions from the landlord and a pest control expert. Early notification and treatment will help to prevent the bed bugs from spreading.

Tenants should not try to get rid of the bed bugs by using chemicals, "bug bombs", or pesticides. These items do not work and could make you sick.

This is not necessary unless the pest control expert says so. If you have to throw away items, seal them in a plastic bag first. This will stop the bed bugs from spreading. You may not recycle items that have bed bugs. All infested items must be sealed in a plastic bag before throwing them away. This bag must be labeled that it is infested with bed bugs.

Tenants must tell the landlord within 5 days of suspecting a bed bug infestation and cooperate with the landlord by doing the following:

Yes. Tenants living in an assisted living or shared housing facility. These places are required to give the tenant help with daily living. In these places, the landlord is responsible for making the necessary preparations and for removal of any personal property.

The city may issue fines to tenants. Fines can go as high as $2,000 for a third offense. Landlords cannot fine tenants.

Landlords cannot retaliate against a tenant if the tenant:

Give your landlord up to 10 days to have an inspection. If your landlord does not respond, call 311 and file a complaint.

Landlords have four main duties under the ordinance:

Landlords have up to 10 days to have an expert look at the apartment.

If bed bugs are found in apartment, the apartments on both sides and directly above and below it need to be inspected also.

Treatment will only happen if bed bugs are found.

Yes, but only to units that are being rented.

Fines can go as high as $2,000 for a third offense.
