Live Free of Bed Bugs in New Hampshire? Got bed bugs …

Perhaps New Hampshires famous motto Live Free or Die will be slightly amended the state just passed a new law which means tenants and landlords may have an easier time living bed bug free.

Like other pieces of bed bug legislation were aware of, the new law, which we told you about when it was NH House Bill 482, isnt perfect. We outlined some concerns about it in that earlier story.

The New Hampshire law, which was passed in June and goes into effect January 1, 2014, stipulates that landlords have to pay for bed bug treatment initially. (This helps make sure everything happens quickly.)

However, the law allows landlords to later charge a tenant for having their own unit treated (with an installment payment plan if needed), if that tenant is considered responsible for bringing bed bugs into the building. That is fair, I think, but (as usual in these scenarios) I have some concerns about how it will be determined who is responsible.

As HB582 notes:

there shall be a rebuttable presumption that the tenant is responsible for the infestation if during the 6 months prior to the inception of the defendants tenancy, and throughout the defendants tenancy, there were no reports, to the landlord or a municipal health or housing authority, of the presence of bed bugs in the defendants unit or the dwelling units of a multiple-unit building that are adjacent to or directly above or below the defendants unit, or by previous tenants in a single-family home.

In other words, the law seems to suggest that if no other tenants report their bed bug problems, the tenant who does report bed bugs is assumed to be responsible.

This is faulty reasoning, because there are lots of possible reasons for those adjacent neighbors not to come forward and report their own problem with bed bugs.

We know for a fact that some people will have bed bugs and not notice, sometimes for a long time. More often, perhaps, some tenants will fear repercussions (not least of which, having to pay for treatment they may be unable to afford) and may stay silent. Some admit they are willing to put up with bed bugs rather than pay for treatment. And then there are the tenants who stealthily treat their own units rather than report bed bugs even though many DIY methods (like aerosols and foggers) make it more likely the bed bugs spreadto neighbors.

Bed Bugs Love It Crowded

Bed bugs are known to multiply and spread quickly. And that makes those critters hard to completely get rid.

But thats not just it. A new study has discovered that their living in a group is also significant factor to their continued prevalence.

The study was published on the Journal of Medical Entomology in its January 2014 issue with the title Group Living Accelerates Bed Bug (Hemiptera: Cimicidae) Development. Conducted by the researchers from the North Carolina State University, it particularly found out that group living makes bed bug nymphs develop 2.2 days faster than those living alone. To other age groups, it was discovered that the crowd also has the same effect.

Moreover, the research discovered as well that the eggs of those vampire-like insects do not need any interaction with the adults of the group to develop. And that led the study to conclude that nymphs and eggs require no help from them to survive and join another infestation.

A new study published in the January 2014 issue of the Journal of Medical Entomology called Group Living Accelerates Bed Bug (Hemiptera: Cimicidae) Development is the first ever to document the effects of aggregation on bed bug development. Researchers from North Carolina State University found that bed bug nymphs developed 2.2 days faster than solitary nymphs a signifcant 7.3% difference.

With the finding of this recent study, there is now a solid reason why you need to kill bed bugs early. And thats because doing so would prevent them from multiplying, crowding and further increasing their number.

In 2014, New Laws Regarding Bed Bugs, Child Safety Seats

The start of the New Year brings with it changes to some laws in New Hampshire.

One of the changes going into effect has to do with bed bug infestation.

The new law requires landlords to investigate a report of a bed bug infestation within seven days.

Rick Castillo with the states Bed Bug Action Committee says the law also outlines the rights of tenants and landlords when an outbreak occurs.

The landlord is responsible for the expense of the remediation but can recover some of that expense if indeed its shown that the tenant was responsible for bringing the bud bugs into the building.

Castillo says bed bugs have been an issue in cities like Manchester and Nashua for years, but was never acknowledged in state law.

Also going into effect are new requirements for when children in a car must be secured in a child restraint.

Children must now be in a safety seat until they are 7 years old, or 57 inches tall, whichever comes first.

That replaces the previous requirement of up until age 6, or 55 inches tall.

The change is expected to affect an additional 15,000 children in the Granite State.

How to get rid of Bed Bugs – New Hampshire Bed Bug Control …

By now you've probably heard how incredibly challenging Bed Bugs are to eradicate. There is no doubt that this pest is unlike any other and control has been historically difficult. JP Pest Services has taken this pest very seriously and we have developed an extremely reliable, integrated control process utilizing the latest technology and research. Our inspectors are trained and certified through BedBugCentral the worlds foremost Bed Bug training organization. You can count on us to partner with you and solve this challenging problem.

The First Step to control is to positively identify the pest and determine the extent of the infestation. This is particularly important in multifamily dwellings because Bed Bugs are highly mobile and will readily move from unit to unit. Frequently, we use an independant K-9 Detection firm to give us an accurate and objective opinion as one of the criteria in determining the scope of service.

The Second Step is to develop the service plan with the client. In this step we agree on how the work will be done, the scope of service and the cost of service. We will also review any preparations that might need to be completed prior to service such as managing cluttered conditions that could impede control.

The Third Step is control. The best current method is a combination of Thermal Remediation (Heat) and precise treatments with pest control materials specifically designed to control Bed Bugs. With our sophisticated Thermal Remediation System we can precisely raise and hold temperatures above 120 degrees to immediately control the population of bugs in the space.

The Final Step is to confirm effectiveness through re-inspection, monitoring devices, client interview and if necessary, the additional use of K-9 Detection. The dogs we use are specifically trained to detect live insects and viable eggs only. Multifamily dwellings should strongly consider an inexpensive, ongoing monitoring program.
