" Bed bugs New York continue to be a problem.NYC has all of the characteristics which lead to bed bug problems including a high number of hotel guests potentially bringing bedbugs from other locations and apartment living which makes it difficult to both exterminate bed bugs and identify the source of the infestation. Recent reports of difficulty in killing bed bugs due to pesticide resistance is also adding to the problem. The only good news is that as of 8/30/2010 New York state law requires landlords in New York City only to disclose an apartment buildings history of bed bug problems. Legislation is expected within 12 months that will apply to the rest of New York State. The City Council improved upon these regulations on 3/29/31 requiring building owners to inspect and treat all apartments that are below, above or next door to an infested unit. Landlords can be fined it they don't take action and then must provide a sworn affidavit from a licensed bed bug exterminator. With the widespread nature of the problem and New York bed bug resistance to many pesticides, we recommend using a professional over home treatment. If that is not affordable, products referenced below have been shown to kill insecticide resistant bed bugs."

The Number of bedbug-related complaints to New York City's 311 government hot line during fiscal year 2008 (July 1, 2007, to June 30, 2008) climbed almost 34% over the previous fiscal year according the policy advocacy organization formed in 2008 dedicated to New York City bed bug problems New York vs Bed Bugs. In 2008 the hot line received 9,213 complaints vs. 6,889 in 2007. 2009 bed bugs complaints in New York are even higher at10,985 complaints and 4,084 violations. In fiscal year 2010, 31,719 bedbug complaints were reported to 311, up +19% from 2009.

The numbers under report the problem since they only reflect calls to the city's 311 hot line, which is largely used by people that rent. Home owners tend not to call, so are not represented in the numbers.

There are so many bed bugs New York complaints that the New York City council has passed legislation to form a committee to look into the bed bugs New York problem. The report includes suggested best practices for tenants and guidelines for the disposal of bed bug infested items. The New York bed bug laws were strengthened again for tenants in March 2011.

Like the rapid spread of Bed Bugs in New York City, the schools are also seeing an increase in confirm bedbug cases. New York is on track to record well over the 2009 level of 1,019 cases, with 336 reported during the first two months of 2010 alone. There were 426 cases reported in the 2008/9 school year.

As a step toward bed bug prevention, teachers are taking measures such as storing backpacks and jackets in plastic bags. The New York City Board of Education, while not releasing a list of all schools have had a bed bug problem, did confirm that 16 schools required some type of bed bug treatment.

Nevertheless, the bed bug bites and the expenses could all be avoided, said MPC. The key to that is to stay alert of any bed bug sign and to kill the crawlies immediately once its presence is confirmed. But to do the latter, it cited that a bed bug spray must be prepared beforehand.

As MCP warned though, many of the conventional pest-control solutions contain chemicals that could endanger a person's health. It advised everyone to be wary of them to avoid their harmful effects.

Instead of those products, My Cleaning Products stated that the public must get Bed Bug Bully. It asserted that it is unlike the others as it is organic-based. That means, as it stated, that it leaves no elements harmful to anyone else.

In addition to that, the company stressed that it is truly effective. It said that several hotels, hospitals and even pest-control companies had already proven that it could kill bed bugs, even their eggs and nymphs, in seconds.

HPD – Bed Bugs – Welcome to NYC.gov | City of New York

On November 16, 2011, HPD along with Council Speaker Quinn and Council Member Brewer announced the acquisition of two male bed bug sniffing dogs in an effort to combat bed bug infestations in residential properties. The beagles, Mickey and Nemo, are available to assist a team of four Code Enforcement Inspectors who have been trained to work with the dogs. The dogs will respond to bed bug complaints where the 311 operator has confirmed that the tenant would like to have the inspection performed by a dog; not every complaint where someone indicates that they are available for a dog will get such an inspection. The dogs were trained at an accredited facility to alert by sitting when they detect live bed bugs or viable eggs. The dogs findings will be confirmed by visual inspection before a violation is issued. Although the dogs cannot respond to all bed bug complaints in residential properties, they will serve as a valuable resource in detecting bed bugs in places that are difficult for people to detect, and in cases where there are a small amount of bed bugs or the bed bugs have not yet matured. The Department of Health and Mental Hygienes (DOHMH) Bed Bug Website at http://nyc.gov/bedbugs provides detailed information for tenants, property owners/agents and homeowners on how bed bugs thrive, how to recognize and inspect for their presence, steps to take to prevent them from infesting a home, how to safely rid an area of bed bugs if they do occur, and how to select and work with a pest management professional. ComplaintsYou can file a complaint about bed bugs by calling 311 or using 311ONLINE. When a complaint is made to 311 about bed bugs in a residential building, HPD attempts to notify a property owner/representative at the registered phone number about the complaint (For more information on registration,click here.) A housing inspector from HPD may conduct an inspection. The inspector examines places where bed bugs are commonly found, such as on and around mattresses, beds and head boards, as well as other potentially infested areas as directed by the tenant.

ViolationsIf the HPD inspector finds bed bugs, the property owner is issued an HPD Notice of Violation (NOV)(see Sample A)ordering that the condition be addressed.

When a NOV is issued by HPD, the property owner also receives a DOHMH Order of the Commissioner(see Sample B).The Commissioners order tells property owners in more detail what the requirements for addressing the bed bug problem are, including:

Inspect the apartment(s) cited for bed bugs.

If you find a bed bug infestation in the apartment(s), inspect all units adjacent to, above and below the infested units, as well as all common areas; and retain the services of a pest management professional certified and registered by the New York State Department of Environmental Conservation to take all measures necessary to remove bed bug infestationwhere found.
